Mr.
Ma was
Ambassador of
China
to the United
Kingdom
(1991-1995).
He
personally
participated in
the
negotiations
with the
British
Government on
the question of
Hong Kong and
witnessed the
entire process
of Hong Kong's
return to
China.

Mr.
Ma was
appointed the
first
Commissioner of
the Ministry of
Foreign Affairs
in the Hong
Kong Special
Administrative
Region (HKSAR)
(1997-2001).
Under the
principles of
"one country
two systems",
"Hong Kong
people
administering
Hong Kong", he
explored ways
to handle
foreign affairs
relating to
HKSAR. During
his tenure, he
worked on
solutions to
maintain
China's
sovereignty and
the right to
conduct foreign
affairs of the
Central
Government,
while
accommodating
the actual
needs of Hong
Kong as an
international
financial,
shipping and
information
centre.
Ma
Yuzhen, holds a
degree in
international
politics
and
English from
Beijing Foreign
Studies
University. He
is currently a
Member of the
National
Committee of
the Chinese
People's
Political
Consultative
Conference. He
is also a
member of the
International
Advisory
Council of Asia
House, composed
of senior
statesmen from
Asian and
European
countries.

multilateral
and bilateral
diplomacy,
international
affairs,
North-South
relations,
development
affairs,
relations with
the media,
public
administration,
human resources
management, and
affairs of Hong
Kong. Mr. Ma is
a well-known

his career
mainly to Asia,
Africa, Europe

to his working
experience in
Chinese
embassies in
Myanmar
(1963-1969) and
Ghana
(1980-1984), he
gained
first-hand
knowledge of
Asian and
African
affairs, and of
North-South
issues, and
experience in
handling the
affairs of
developing
countries and
in promoting
relations
between
developing
countries.

Technology.

Ambassador Qian
Jiadong was a
member of the
South
Commission, the
institution
that preceded
the South
Centre.

excerpts from
the statement

Shen Guofang,
Deputy
Permanent

United Nations
in New York, at
the
3rd
Meeting of the
Council of
Representatives
of the South
Centre on 31
January
2002.
"The
Chinese
Government
attaches great
importance to
the role of the
South Centre.
Since its
establishment,
the South
Centre, as the
think tank for
developing
countries, has
done a lot of
useful work. It
has conducted a
great deal of
research on
issues of
concern to
developing
countries and
provided many
valuable
suggestions and
recommendations.
____
I
would express
my appreciation
for this. For a
long time,
China has
always actively
supported the
work of the
South
Centre.
____
The
Chinese
Government has
nominated
Ambassador Ma
Yuzhen,
a
time-honored
diplomat, to be
a candidate for
the post of
member of the
board of the
Centre. This
has fully
demonstrated
the active
support that
China renders
to the Centre.
We hope that
Ambassador Ma
will be
successfully
elected to that
post, so that
China will be
able to make
more
contributions
to the work of
the South
Centre in the
future.

We
have noted that
currently the
South Centre
faces some
difficulties.
In my view, as
a young
organization,
it is natural
that the Centre
encounters
problems of one
kind or
another. China
supports the
Centre to
strengthen its
role through
necessary
reforms. I
believe that
such reforms
should be
carried out in
an active,
proper and
practical
manner. It
should focus on
long-term
development and
depart from the
higher
interests of
maintaining the
solidarity of
developing
countries,
taking into
consideration
the concerns of
all
sides.

I
am confident
that through
effective
reforms and
concerted
efforts of
developing
countries, the
South Centre
will prosper. I
hope that in
the future the
South Centre
will be able to
play a bigger
role in
promoting the
effective
participation
by developing
countries in
the process of
economic
globalization.

Now,
the new round
of multilateral
trade
negotiation of
the World Trade
Organization
has already
been launched
and two
important
meetings to
developing
countries, the
International
Conference on
Financing for
Development and
the World
Summit on
Sustainable
Development,
will be held
within this
year, against
the background
that financial
crises break
out frequently
in developing
countries.

Facing
this situation,
we look forward
to the South
Centre playing
a stronger role
as the think
tank for
developing
countries,
doing more
extensive and
in-depth
research and
coming up with
more and better
policy
recommendations
on issues of
major concern
to developing
countries, so
as to make new
contributions
to maintaining
the common
interests of
developing
countries." -
